population density of 39.90 per square
mile. The “Oldest Courthouse West of
the Allegheny Mountains” is found in
Greensburg (1794), the county seat. The
city lies on the banks of Green River,

The Green County School District
consists of three elementary schools, one middle school and one high school. A new school is being built to house grades
4th and 5th. Once completed, all school
facilities will be less than 35 year old,
and all buildings will be centrally located on a campus near downtown Greensburg.

KY-TECH - Green County Technical
School is located next to the Green
County High School. The school serves
both Green and Taylor County students
and offers training in 9 program fields.
Adult education programs are available
to those wanting to develop new skills,
improve basic skills, or earn a high school
equivalency diploma. Manufacturing upgrade
classes are offered as requested.
The Kentucky Community and Technical
Colleges System offers technical assistance
and develops low-cost customized
training programs and service for
both established and prospective businesses.
These classes can be provided at
the Green County Center. They, also,
offer business, education and government
agencies customized assessment in career
inventories, interest inventory, pre-hire
assessments, psychomotor skills and
academic potential. KCTCS also currently
offers courses at the Green County Area
Technology School.
The area’s industrial and economic development
efforts are coordinated
through the Greensburg/Green County
Industrial Foundation, Inc. It works closely with existing industry, offering assistance and encouraging expansion,
and actively recruits new industries to
the community.
The Greensburg/Green County Industrial
Park has 127 acres remaining with
full access to all infrastructure. Acreage
can be configured to meet individual
needs and is immediately available. Part
of the park is shovel ready, with 8" water
and sewer lines, 3" gas lines, low cost
electric rates and telecommunication. A new AAA-rated trucking highway
through the Industrial Park is in planning stage.
The City of Greensburg is the owner
of the Heartland Regional Micro-Enterprise
Park. This 68,000 SF facility offers
Greensburg and the surrounding areas
with a low cost pathway to start a new
business or expand a current business
with fixed overhead expenses and allow
the business to grow at a very low
startup cost. The park is located on 15.3 acres and a revolving loan fund is available to assist in financing for businesses.
COST OF LIVING
The cost of living in Green County,
Kentucky is lower than the national

states: “Compared to the rest of the country, Greensburg’s cost of living is

HOUSING
Median house price is well below
the national average. Single dwellings,
duplexes and apartments are readily
available throughout Green County.
RECREATION
The Green and Little Barren rivers and
Russell Creek provide many recreational
opportunities: canoeing, kayaking, floating,
camping, bird watching, hunting and
fishing.
The newly developed Green River
Paddle Trail (GRPT) is becoming a regional
tourist destination. The City of
Greensburg’s (GRPT) Park and Cabins
provides easy access to the river, a picnic
area and livery service. The trail offers
year-round cabins, RV hookups, shuttle
service and canoe rental.
The American Legion Park provides a
walking path, several baseball diamonds
and other activities, with picnic tables,
grills and two pavilions. The Green
County Golf Association provides a
nine hole golf course. Green River Lake
is a short 11 miles away.
Lake Cumberland, Barren River Lake
and Nolin Lake are less than on an
hour’s drive from Greensburg.
Of special consideration are Lake
Cumberland, General Burnside Island
State Park and the Big South Fork National
River and Recreation area.
Lake Cumberland, with 1,255
miles of shoreline, is the centerpiece of
scenic beauty and outdoor recreational
activity in south central Kentucky.
General Burnside Island State Park
is Kentucky’s only island state park.
The Big South Fork National River
and Recreation area offers whitewater

HEARTLAND REGIONAL MICRO-ENTERPRISE PARK REVOLVING LOAN FUND
The purpose of the Heartland Micro-Enterprise Loan Fund is to enhance job creation and stimulate private investment in
Greensburg, Kentucky. Loans are available to businesses located or locating in Greensburg’s Heartland Regional Micro-Enterprise
Park to finance equipment or working capital needs. The maximum loan amount is 50% of the total project cost or $25,000,
whichever is less. The minimum loan size is $5,000. A minimum of 5% owners’ cash equity must be provided toward eligible
project costs. Completed applications are reviewed and considered on a first-come, first-served basis with financing approval
subject to bank approval and the availability of funds. Applications must first be made through a local bank in the Greensburg
area and will be evaluated based on a project’s financial viability, its local economic impact and the amount of private investment
leveraged. Heartland Micro-Enterprise Loan Fund proceeds may be used to finance equipment purchases, working capital needs,
and/or start-up costs associated with the location or expansion of operations in the Heartland Regional Micro-Enterprise Park.
SOUTHEAST KENTUCKY ECONOMIC DEVELOPMENT CORPORATION (SKED)
Financing of fixed assets is available through the Southeast Kentucky Economic Development Corporation (SKED).
SKED may participate in financing of qualified projects with a secured loan of up to $10,000 per new job created, not to
exceed $150,000 or 25% of the project cost, whichever is less. These funds may be used to assist in the purchase of land,
the purchase of existing buildings, new construction, or the purchase of equipment. The interest rate is fixed for the life of
the loan, and is determined by the length of the loan.
KENTUCKY ECONOMIC DEVELOPMENT FINANCE AUTHORITY (KEDFA)
Financing of fixed assets is available through the Kentucky Economic Development Finance Authority (KEDFA). The
Authority may participate in financing of qualified projects with a secured loan of up to $10,000 per new job created, not
to exceed $500,000 or 25% of the project cost, whichever is less. These funds may be used to assist in the purchase of
land, the purchase of existing buildings, new construction, or the purchase of equipment. The interest rate is fixed for the
life of the loan, and is determined by the length of term. A ten year loan bears an interest rate of 5.0%, while the rate on a
three year note is 1.0%, with both rates based on a monthly payment schedule.
KENTUCKY RURAL ECONOMIC DEVELOPMENT ACT (KREDA)
KREDA tax credits are available for new and expanding manufacturing projects that create at least 15 new, first-time
jobs in economically distressed Kentucky counties. Companies must make a capital investment of at least $100,000 in
land, buildings, fixtures, and equipment. Once a company is under a KREDA agreement, the company maintains KREDA
benefits, even if the county loses KREDA status. Companies with projects approved under KREDA may receive up to
100 percent credit against Kentucky income tax liability on taxable income generated by the project(s) for up to 15 years.
Unused credits may be carried for the term of the agreement. The company may also collect a job assessment fee of 4 percent of the gross wages of each employee whose job is created by the approved project and who is subject to Kentucky income taxes.
KENTUCKY INDUSTRIAL DEVELOPMENT ACT (KIDA)
KIDA provides tax credits for new and expanded manufacturing projects that create jobs in counties. Companies must
create at least 15 new, full-time jobs and make an investment of at least $100,000 in land, buildings, fixtures and equipment.
Approved companies under KIDA may receive up to a 100 percent credit against Kentucky income tax liability on
taxable income generated by the project(s) for up to 10 years, or the company may collect a job assessment fee of 3 percent
of the gross wages of each employee whose job is created by the approved project and who is subject to Kentucky income
taxes. Unused credits may be carried forward for the term of the agreement. Eligible equipment costs are limited to
$10,000 per new full-time job.
